Update: a week later I notice it had been repaired with gaffer tape, see #107112. But also on checking the highways website again I read that a rider had been injured by the bollard stump three days after I'd reported it - see their ref: 312106.

"There was a white post that displayed a blue bicycle sign. This had been broken 2 days ago. Customer has come down the hill and her bike has caught the stump left in the ground with the back wheel. This has thrown her and the bike to the ..."
