Yes. This is actually a police officer telling a private vehicle not in need of 'access' that one can't shortcut through the centre of town, and you should get glasses because that sign is huge and you can't miss it. When it gets routinely replaced, I think it should be one of those yellow-backed ones although that might spoil the street atmosph... nah; leave it as grey, and stick a few more rozzers out.
