Result! After reporting this illegally parked vehicle to LAPE yesterday (see #12167), it has now got a penalty charge notice attached to the windscreen!
But I don't know if this is a direct result of my reporting this via email yesterday. Anyway, its still there and still causing problems for pedestrians.
LAPE have written back with this slightly ironic story:
"A Parking Attendant visited the area yesterday and issued the vehicle
with a Penalty Charge Notice. The same Parking Attendant was in the area
this morning and was fortunate enough to come across the owner of the
vehicle, who it appears does not use his vehicle frequently as he
regularly to cycles and was unfamiliar with the restrictions, the
Parking Attendant explained the contravention to him asking that he park
more considerately in future."
